At Spring Meadow Apartments, we strive hard to maintain safe and comfortable surroundings for all of our residents. We have adopted a set of Rules and Regulations to help us provide a quality living environment.
Please read through the following Rules & Regulations, and refer to them in the event that you have any questions.

RESIDENT RULES & REGULATIONS

1. Children
- It is the sincere intention of the Management Company (Mount Holyoke Management LLC) and S.M.A.R.T. to create a safe community, which is supportive of families.
- Parents are reminded of their responsibility to monitor their children's safety and behavior.
- For safety consideration, children under the age of five (5) years old should have constant supervision by an adult.
- Parents are requested to instruct their children NOT to play in the laundry rooms, woodlands, streets, parking areas, construction sites, and on or near maintenance equipment.
- Special playground areas are provided for children's recreation. All children are required to be supervised by an adult at all times when using these facilities.
- Children are NOT permitted to ride wheeled vehicles in parking areas.
- Parents are requested to instruct their children not to leave toys in either the walkways or parking lots.
FULL SIZE BASKETBALL HOOPS ARE NOT PERMITTED ON THE PROPERTY.
IF FOUND THEY WILL BE REMOVED BY MANAGEMENT.
2. Outside Storage
- Per FIRE SAFETY CODE, storage within your patio area should NOT impede entry or exit.
- Well maintained storage areas are available to each residence.
- Patios should be kept clean, without anything blocking the walkway.
- Seasonal patio furniture should be stored in your storage shed during the out of season periods.
- Flower pots ARE permitted within your patio area.

5. Gardens
- Individual Flower Gardens are permitted.
- Flower Gardens can only be located either in the rear of one's unit, or within three feet of the front and the side of one's unit.
- Vegetables Gardens are only permitted if they are in pots, on one's patio.
- All Gardens must be well groomed and maintained, and must be enclosed with low landscape border fencing.
- If a properly enclosed Garden is accidentally damaged by Spring Meadow staff or a related sub-contractor, Spring Meadow shall provide reasonable reimbursement to the resident.

- Residents must dispose of trash at the closest dumpster to their unit.
- All trash shall be put SECURELY into trash bags and tied/sealed.
- Recycling items must be placed into the appropriate blue bins.
- After disposal of trash, residents are required to close their dumpster's doors. Adherence will deter stray animals from entering the dumpster.

- Laundry rooms are located at the 1st. Circle, 2nd. Circle, 4th Circle, and 5th. Circle.
- Residents are asked to respect the Laundry Room facilities by abiding by the posted rules, and to assist in keeping the facilities clean.
- Children are NOT permitted to play in the Laundry Rooms.
- Children are NOT permitted to operate the laundry machines.
- Loitering in the Laundry Rooms is NOT permitted.
- Smoking and consuming alcohol are NOT permitted within the Laundry Rooms.
- Doors to the Laundry Rooms must remain closed.
Our Laundry Rooms' machines are maintained by Automatic Coin Laundry. For questions or concerns regarding the machines, please call 1-800-747- 7837. Please have the respective Laundry Room Number, and the machine number.

10. Resident Owned Appliances
- Residents are permitted to have additional freezers and/or refrigerators, and portable dishwashers.
- Appliances may not block exits or stairways.
- Washer and/or dryer units are NOT permitted. However, residents with physical disabilities are permitted to have full-size washing machines and dryers; however, they must receive permission from Spring Meadow Management prior to installation.

12. Air Conditioning
- Residents may install portable air conditioners.
- Any resident interested in installing an air conditioner, must contact the Management Office prior to installation for proper installation instructions.
- Air conditioner units can be be no greater than 10,000 BTU and operated on 110 volts.
All air conditioner units must be uninstalled, and removed annually no later than October 10th. |
13. Antennas / Cables / Satellites Dishes
- Spring Meadow Townhouses are all "Cable Ready", however, residents may choose to subscribe to satellite television service. However, there are restrictions on how the dishes may be installed. One must contact the Management Office prior to scheduling a satellite installation.
- Upon contacting the Management Office, and prior to any installation, residents must sign a Satellite Installation Form.
- Satellite dishes may be mounted on the resident's storage shed, patios or balconies. Installation of the dish upon the storage shed is the preferred location. However, should reception problems occur, the dish may be installed in an alternate location AFTER consultation with Management Staff.
- Satellite dishes may NOT be mounted or installed on the roof tops, exterior walls, windows, or window frames.
- Satellite dishes may NOT be installed in any manner that may result in damage to the units or buildings.
- Satellite dishes may NOT be installed in a location other than one's own leased space.
- Satellite dishes may NOT be installed in common areas.
- Satellite dishes may NOT exceed one meter in diameter. Resident may NOT install any satellite dish larger than one meter (three feet, three inches) at its widest expanse.
- Satellite dishes must be PROFESSIONALLY installed by an outside contractor. Residents may NOT install satellite dishes themselves.
- Installations may only be scheduled Monday thru Friday, between 8:30am and 4:30pm.
- The Installation Contractor must report to the Management Office prior to the start of any installation.
- The Installation Contractor will be accompanied to the respective resident's unit by a Maintenance Technician.
14. Parking / Parking Lots
All vehicles must be parked in a designated lined parking space, which are along the curbs.
One may NOT double park, park in fire lanes, park on the grass or any other area not designated for parking.

- Vehicles may not be parked in more than one parking space or double park.
- All residents and their guests shall obey the speed limit (5 MPH) within the parking lots.
- When signing a lease, residents agree to hold Spring Meadow Apartments, it's affiliates, and it's staff harmless from any and all damages incurred to vehicles, personal belongings and persons, that are beyond their control.
- All vehicles of residents must have a parking permit sticker affixed to the vehicle.
- Residents must bring their current and valid registration and a photo i.d. to the Management Office to obtain a parking permit sticker.
- License plates must always be on one's vehicle.
- ALL OTHER VEHICLES, INCLUDING VISITOR'S VEHICLES MUST PARK IN THE PARKING SPACES IN CENTER OF EACH PARKING LOT'S CIRCLES.
- Motorcycles may be parked in the parking lots.
- Trailers and boats of any type CANNOT be parked on the property.
- Motor vehicle repairs, such as motor changes, transmission work, and auto body work are NOT permitted on the property.
- Oil changes are permitted; however, all oil must be contained and disposed of in accordance and compliance with the Environmental Protection Laws. Any spillage (or cost associated to clean a spill) will be the responsibility of the individual.
- All vehicles must be road worthy and operable. If a vehicle is NOT in operating condition, you must contact the Spring Meadow Management Office immediately at (413) 783-5250. If Management is not notified, the owner of an unregistered vehicle or inoperable vehicle will be subject to towing at their expense.
- Should a vehicle be "Tagged" by Management with a sticker, the resident must remove the vehicle from the property within 48 hours. If a resident requires time to make a vehicle operable, Management may grant a fourteen (14) day waiver upon written request from the resident. If the vehicle is NOT moved within the waiver period, the vehicle will be towed at the owner's expense.
- Failure to abide by the "Parking / Parking Lot" Rules may result in one's vehicle being towed at their own expense.
- There is no assigned parking at Spring Meadow, with the exception of approved disabled and elderly parking. Any residents requiring either a handicapped or elderly parking must submit a Special Parking Request form.

16. Lockout Procedure
- Tenants who are locked out of their residence must contact the Management Office at (413) 783-5250.
- The first "lockout" will be free of any charge, however, the tenant will be responsible for the cost of any subsequent "lockouts" .
- In order for Management to unlock a residence, the tenant making the request must be on the lease, and must show a photo ID.
- Management will try to respond to "lockout" requests as quickly as possible.
- Management will NOT respond to "lockout" requests made after 11:00 pm.
- If a minor is locked out of their residence, Management will NOT unlock the apartment, unless a parent can be reached to obtain permission to allow entry to the residence.
- The lock-out of a minor will be treated just as any other lock-out, and may result in the resident being held accountable for the associated costs.
17. Decorating Apartments
- Residents may NOT paint, and or decorate the interior of their townhouses without prior written consent from Management.
- Paint must be stencil or pastel colors.
- Use of a strippable borders is allowed.
- Only walls and ceilings can be painted with prior consent.
- The following improvements are NOT allowed:
> Painting of the baseboards
> Painting of the cabinets (interior or exterior) > Painting of vinyl cove base > Painting of any appliances > Painting of floors > Painting of smoke detectors > Painting of windows (frames, plastic trim) > Painting of electrical outlets or outlet covers |
- Ceiling fans or any electrical improvements will be permitted ONLY after the following steps have been taken:

18. Vistors
- Residents may not assign or sublet their apartment to any individual NOT listed on the lease.
- Guests not listed on the lease may not stay overnight more than fourteen (14) days in a calendar year without written consent from Management.
- Residents are responsible for the behavior and conduct of their visitors and they shall abide by all Spring Meadow Rules and Regulations.
- Visitors must park in the center areas of the parking lots.
19. Noise
- Residents must be respectful of their neighbors and other residents' right to live in a peaceful and quiet manner.
- All residents are asked to keep noise to a minimum...This includes, but is not limited to:

- A resident's failure to respect their neighbors and keep noise to a minimum may result in further legal action.
20. Residents Inter-Personal Conflicts
- Should a conflict arise between residents, the individuals are urged to try to solve their differences on their own, before contacting the Resident Service Coordinator.
- The Resident Service Coordinator will deal with complaints and concerns from residents in a prompt and just manner.
- Residents are instructed to address their grievances directly with the Resident Service Coordinator.
- Residents are reminded that repeated minor violations or a single major violation of the terms of their lease, are grounds for eviction.
- When a concern(s) arises, Resident Service Coordinator will meet with the resident(s), and inform them that they are not in compliance with the terms of their lease. In addition, the resident(s) will be made aware of the repercussion(s) should the concern(s) not be corrected.
- Mediation will be an option at the time of the meeting with the Resident Service Coordinator.
- A lease violation that remains unresolved, after being addressed by Management, can result in further legal action.
21. Pet Policy
- Tenants are not allowed have pets or animals of any kind in the unit without the prior written permission of the Landlord, but the landlord will allow the tenant to keep an animal needed as a reasonable accommodation to the tenant’s disability, and will allow animals to accompany visitors with disabilities who need such animals as an accommodation to their disabilities.
- Be advised that Management will report all incidents and/or any mistreatment or abuse of animals to the proper authorities. We will also institute legal proceedings against any pet owner that displays irresponsible behavior, and is not willing to abide by the Spring Meadow Rules and Regulations.
22. Extermination
- The townhouses at Spring Meadow are exterminated on an as-needed basis by a sub-contractor.
- Should extermination services be requested by a resident, a member of the Spring Meadow Maintenance Staff will conduct an initial assessment and determine the proper course of services.
- If it is determined that extermination services are warranted, Management will schedule and provide access to the sub-contractor.
- Extermination Services come with a six (6) month guarantee from the date of treatment.
- Management will notify the resident in writing a minimum of 48 hours in advance of the intent to provide Extermination Services.
- Management will provide the resident with instructions on how to prepare the unit for extermination.
- A resident is NOT required to be home during extermination.
- There is NO right of refusal after the 48 hour written notice.
